HISTORICAL INFORMATION

On the 17th of November, 1992 at the organizational meeting an Agreement about the creation of the International Scientific and Technical University (ISTU) was concluded by all the meeting members: Kyiv Polytechnic Institute, the Academician Glushkov Institute of Cybernetics NAS of Ukraine, the IBM Corporation (hereafter - Founders). April, 07 1993 the Agreement and the regulations of the ISTU were signed: by the Rector M.Z.Zgurovskyi from the Kyiv Polytechnic Institute, by the Director V.S.Myhalevych from the Academician Glushkov Institute of Cybernetics NAS of Ukraine; by Mr.K.Shonebor from the representation of the IBM Corporation in Ukraine. In August, 1993 the Statute "Closed joint-stock company" ISTU was approved by the Ministry of Education of Ukraine, August,11, 1993 registered by the administration of Shevchenko District in Kyiv,(Certificate of registration № 4041, registration № 0091-4541-SP).By the license of the Ministry of Education and Science of Ukraine for the right giving educational services (series AB № 159858), Accreditation Certificate according to the status of the III level Higher Educational Institute (series SI-III № 117656 from 19.09.2002). Structural scientific-educational subdivisions of the ISTU are created in other cities of Ukraine with the purpose of organization training for specialists of the new formation after the reporting period.

Yalta International Institute of Management Science and Technology University - Founded in 1994, the first admission of students done in 1995, today launched the structure of "MNTU" as a separate legal entity. For "MNTU is co-founder of the University of Yalta management.


Donbass Engineering and Management Institute for International Science and Technology University - Founded in 1995, the first admission was made in 1995.

International Center for Enterprise Development and Management - established in 1996 under the auspices of the International Labour Organisation (ILO) (Switzerland, Geneva) and International Science and Technology University (MNTU) (Kyiv, Ukraine). The Center conducts research related to business development in Ukraine, creation of small businesses in the process of restructuring, improving the methodology of management consulting and training, and facilitates contacts between domestic and foreign enterprises.


Scientific - Research Institute of Petroleum innovative technologies created by the International Scientific - Technical University in 1997. The main activity is MNTU NHIT SRI research, development and implementation of advanced technologies aimed at improving the productivity of oil wells.


According to the Charter of the Concept and Development Programme MNTU provides education for II, III and IV level of accreditation, according to the decision of the Ministry of Education 26.05.1993r. Protocol number 12 / 2, which approved the decision of cross-accreditation commission on making MNTU the State register of educational institutions of Ukraine and the license MNTU to conduct educational activities for the third level accreditation decision and cross-accreditation commission from 30.05.1995r. Protocol number 18 and the Order of the Ministry of Education of Ukraine from 14.06.1995r. Number 175 MNTU a license to open the preparation of (special) for III and IV of the preparation for the program "TACIS" and "Tempus-Tacis" European Community, which received a grant for MNTU.


By statute, Concept Development Programme MNTU main tasks are:

  • support the development of education and science in higher education in Ukraine and its achievements to use welfare and spiritual potential of Ukraine, fun and legal protection, artistic and national and cultural interests of its people;

  • integration of higher education in Ukraine in the international system of higher education, the introduction in Ukraine of the best achievements of higher education worldwide;

  • meet the demand of economy of Ukraine in the highly skilled professionals, are able to participate in development and create competitive technologies and techniques, representation in the international arena which will provide Ukraine rightful place among the developed countries;

  • scientific and technical personnel for effective perception and introduction in Ukraine the best Western technology and modern technology to integrate Ukraine into the global economic system;

  • organizing and conducting in close connection with the educational process of fundamental, search, applied research and development work in Ukraine and abroad;

  • providing export counseling, information and other services relating to problems of higher education and research;

  • achieve international recognition level training of new generation;

  • to work on recognition and nostrification documents on higher education, organizing and participating in international accreditation of institutions of higher education in Ukraine.

During the reporting period (April 7, 1993 to July 1, 2007) to implement the functions entrusted to MNTU formulated its basic units corresponding to the overall structure MNTU approved Charter, Concept and Development Program of the University. Continue the work of structural units of scientific training in Kramatorsk, c. Ivano-Frankivsk city Lutsk city Chernihiv city Poltava city Zhitomir.


Is training full-time and part-time form of training in 12 areas and 14 specialties (EQL "Bachelor", "specialist", "MA", organized by providing the second higher education students in the "Mining" specialties "and gas-hazonaftoshovyscha", "Extraction Oil and gas ", Graduate (3 specialties), short-term training and retraining of teachers and specialists, Preparatory Department). Now MNTU to 4 courses of preparation study in 2588 people full-time teaching 3728 people and by correspondence, by EQL "specialist" 331 person full-time education and 538 people by correspondence, env Master 174 people full-time education and 314 people distance learning, the preparatory office for the last 3 years, 856 students enrolled. Open permanent Fellowship in three specialties, namely: 05.15.06 Development of oil and gas fields, 05.05.12 Equipment for Oil and Gas Industry, 08.00.04 Economics and management of enterprises (by economic activity). Currently in graduate studies MNTU 23 graduate students, most of whom are graduates MNTU, enabling the university to prepare their own teaching staff continue to expect the formation of a decent quality of scientific and pedagogical staff.

Introduction of new principles of educational process in MNTU.
In the direction of educational content - the organization of training for new educational programs that conceptually meets the requirements of Accreditation Commission of Ukraine, International Centre for Accreditation and world's best universities, introduction of credit-modular training system in accordance with requirements of the Bologna Declaration and more.
In direct form of learning process - implementation of stage structure in students, credit courses, testing and rating of student use of intensive technology training (information, communication, interactive, distance); implementation of the principle of functional differential students, optimization allocation of time between the classroom and independent work of students, improve the content and structure, forms and methods of training, included students abroad, to attract the best professors from universities and others.


Towards monitoring of student learning - the use of modern control technology expertise to provide the level of productive students, the introduction of testing, current, and final presidential degreeal monitoring of student learning, motivation and implementation of rating systems to ensure quality of students.
The international contacts MNTU by providing educational programs of the European Union, governments of foreign countries, individual funds. Over the past five years MNTU conducted two major projects and a preliminary program TEMPUS TACIS, 3 projects TACIS AGE, a project funded by the French Government projects 4 - American and European universities, six different projects by foreign firms and enterprises.

When MNTU established UNESCO Chair "Information and communication technologies in education", International Centre for restructuring business development and management of the International Labour Organization, the Ukrainian branch of the International Academy of Higher School (in 2004 transferred to the scientific-methodical complex MNTU - NTU "KPI" Under the guidance of Academician Zgurovsky MZ), Research Institute MNTU with the Department of Oil and Gas Mining Academy of Sciences of Ukraine registered in the United Nations. Together with JSC Servisnaftahaz and Zaporozhye boiler factory assembly work for the establishment of branches in RI MNTU Damascus (Syria) to conduct research to improve profitability of oil and gas wells.


A work of scientific research. In 2001-2006, scientists MNTU performed research and development activities worth 6 million USD. As well as 6.5 million contracts to conduct MNTU developments in China, Bulgaria, Poland, Syria, U.S., Vietnam and other countries. 10 Scientists MNTU included specialized councils on thesis defense, led by two Scientific Councils on doctoral theses. Work of the Academic Council with the right to address the issues of assignment of the university academic status of professor and associate professor.


Adjusted publishing. Created the necessary logistical, financial and economic conditions MNTU functioning. Permanent MNTU assistance provided by the founders, the Ministry of Education and Science of Ukraine.

THE FIRST PRESIDENT OF THE UNIVERSITY

Bygay Yuriy Mykolayovych

PhD in Technical Sciences, Professor, Academician of the Academy of Mining Sciences, Full Member of the High School International Academy of Sciences, Corresponding Member of the Academy of Pedagogical Sciences of Ukraine.

He was born on the 27th of December 1947 in Shahty, Rostov region (Russia) in the family of a military man.

His working biography began after the graduation of M.Azizbekov Azerbaijan Oil and Chemical Institute in 1970 as a master of engineering factory. A great efficiency, high professionalism, organizational abilities, responsibility for assigned mission, sociability and goodwill, respect for people allowed Y.M.Bugay to pass a glorious way from the young specialist to the First Deputy Minister of Education in Ukraine, to establish International Scientific and Technical University(ISTU),to become its first president.

Y.M.Bugay was a famous scientist and gifted pedagogue, a generator of new ideas and effective solutions. He laid the foundations for a new direction of applied scientific research in the oil and gas sphere, combining it with education and teaching. In order to implement innovative practices in education and research technologies according to international requirements, he established his own scientific pedagogical school in ISTU, became the author of more than 300 textbooks, manuals, scientific papers. Under the direction of Y.M.Bugay 34 scientists defended candidate’s and doctoral dissertation.

Yuriy Mykolayovych actively took part in developing of the legislation of Ukraine in the field of education. He was one of the authors of the idea of the national higher school in Ukraine, the National doctrine of its development.

For personal merits for country Y.M.Bugay was awarded by 6 medals and diplomas of ENEA, became the prize-winner of International academic rating "Golden fortune" in the nominations "For merits in the development of the economy of Ukraine" and "For a significant contribution to the development of the National High School of Ukraine".

He is a Honorary Citizen of four cities of the United States and Argentina.

His name is carved in "The Golden Book of Ukrainian Elite".

Y.M.Bugay had a militant, hard nature, was a well-known athlete and organizer of famous basketball and volleyball teams in Ukraine.

On May 21, 2003 scientific and pedagogical society of Ukraine suffered from the heavy loss –at the age of 56 a great worker, a man of restless character, a true connoisseur of his business, honoured man of science and technique of Ukraine Bugay Yuriy Mykolayovych died.

THE CURRENT PRESIDENT OF THE UNIVERSITY

Bugay Vladyslav Yuriyovych

Academician of the Ukrainian Oil and Gas Academy, the Candidate of Technical Sciences, Professor of the ISTU.

He was born on the 21-st of January, 1972 in Baku, Azerbaijan.

rom 1989 to 1992 he studied in Ivano-Frankivsk Oil and Gas Institute, and from 1992 to 1997 continued his studies at the National Technical University of Ukraine "KPI" on the mechanical-engineering faculty and got the qualification of "Mechanical Engineer" in the speciality of "Tool production". After graduation he was sent to work in the National Technical University "KPI" and held a position as a trainee-researcher in the Department of tool manufacture.

From 1994 to 1997 he studied at the International Scientific and Technical University on the correspondence form of education in the speciality "Management of Organization", got the qualification of "Master of Organization Management".

In 2000 he completed the post-graduate course of the National Technical University "KPI". In 2001 defended his candidate’s dissertation and received a degree as a candidate of technical sciences in the specialty "The Processes of Mechanical Machining, Machines and Tools".

From January 2000 to February 2003 he worked as the Vice President of the International Scientific and Technical University, Assistant Professor of Management of Oil and gas Department and Computer Sciences and Petroleum Engineering. In 2004 he was awarded by the title of the Assistant Professor in the Department of Management of Oil and Gas Industry.

After the sudden death of the first President of the ISTU Y.V.Bugay(2003) the Members of the Supervisory Board of the University after having analyzed the situation which was and to ensure further development of priorities in the activity of the university, training of specialists in fields of high technology focused on their use in oil and gas industry, as well as preservation of continuity in choosing a new president unanimously elected V.Y.Bugay as the President of the International Scientific and Technical University.

The scientific interests of V.Y. Buhay connected with technology, researches and inculcation of innovation in so important for our country discipline such as the development of mineral resources and first of all – mining, the oil and gas business, which are the main directions of specialists training in ISTU, as well as with the researches aimed at the development of business in Ukraine. More than 30 scientific papers, among which are two manuals with label of MES of Ukraine, belong to him. In the range of researches of the president of the University are also problems of High School, informatization, improvement of the quality of higher education. By accepting the leadership of the university after the first President of ISTU, Vladyslav Bugay continues the work of his father with which the most important events of high school life of independent Ukraine, the Ukrainian branch establishment of the International Science Academy of Higher Education, the establishment of the International Scientific and Technical University, the active involvement of the university in the program of international cooperation are connected. The president of ISTU, Vladyslav Bugay, builds the future of the University enriching the experience and knowledge. Today the university has an important place in higher education of Ukraine, responsibly fulfilling its mission - to be the centre of higher professional technical, economical and humanitarian education, it is the keeper of educational and cultural achievements of Ukrainian nation, populariser of common values, traditions of European humanism, is the intellectual mediator and member of integration of our state into the world and European community by increasing the authority of Ukraine in oil and gas and educational spheres.

The highest achievement of V. Bugay, the President of he ISTU, can be certainty considered as continuing and enhancing the achievements of the University in maintaining and developing new specialities and directions of training national personnel, opening of post-graduate course of the speciality 08.0004 "The Economics and Business Management", getting by the university the highest IV level of accreditation, encouraging teachers to scientific work, to writing books, textbooks, scientific monographs, methodical activities for students. Only in last five years teachers of ISTU published more than 100 works of such a name. Existing and developing new foreign connections are kept, expanding its geography and directions of cooperation.

Today the University is the main partner and advisor of the Tempus-Tacis project, and in the frames of Fulbright’s program in Ukraine V.Y.Bugay and teachers of the University cooperate in the field of science and technology as consultants who are involved in the work of American Council for International Education ACTR / ACCEL (American Councils) according to the exchange of students, cooperate with European university in Lodz, Poland according to the exchange of experience of teaching students within the framework of Program THE LANE KIRKLAND SCOLARSHIPS, etc.

With a recognition of the role of the ISTU head and scientific-pedagogical staff led by him in the development of higher school and international cooperation can serve as a membership of the ISTU in Ukrainian Peace Council, Association of the rectors of technical universities, the Association of the rectors of the Kiev region, awarding to V.Yu.Bugay the title of Honorary employee in Ukrgasvydobuvannya, and also the title of the academician of Ukrainian Oil and Gas Academy.

Another important side of the ISTU President’s activity is creation of inventive, respectful atmosphere of the relationships in the pedagogical community, establishment of respectable partnership with students that doesn’t exclude demands for the quality of knowledge and educational discipline.

INTERNATIONAL COOPERATION

International cooperation

W

orking according to the national legislation of Ukraine in the field of education the Academician Yuriy Bugay International Scientific and Technical University follows the international and regional documents within the framework of Bologna process implementation. In its international activity the University's strategic course is aimed at the integration into the European Higher Education Area which is the priority direction of the ISTU international activity.

University strategic course toward integration into European Higher Education Area caused the priorities for international activities MNTU:

  • development, participation and organizational support for trans-European cooperation projects aimed at developing, improving and implementing new directions of academic activities that meet the needs of society in the globalization process, developing mechanisms to improve the quality and the quality of education, etc.;
  • promotion of international scientific cooperation, facilitate the participation of experts MNTU in international research projects, scientific conferences, organization of training teaching staff through participation in research internships, etc.;
  • promote professional mobility of professors and students by negotiating bilateral and multilateral agreements with foreign universities, active cooperation with relevant departments of embassies, international institutions and foundations, which are aimed at the development of academic mobility in the spirit of the Lisbon strategy objectives;
  • educational, cultural and educational activities aimed at promoting integration of ideas, information on the activities of European institutions;
  • Assistance and promotion MNTU membership in international associations, unions, networks, etc.;
  • exchange of information, correspondence with foreign partners, organization and presentation of international foundations involved in international educational exhibitions and the like.


Since its founding MNTU became an active participant and beneficiary of major projects in the framework of the Trans European cooperation in higher education - TEMPUS TACIS:

  1. The first two project TEMPUS «Studying accounting and audit in Ukraine" (1994-1995 City) University received almost the first year of existence. Together with partners from Donetsk State University, University of Paris - XII, the French company "Mazar Formason, which was the project coordinator, the Institute of Accounting Scotland, University of Barcelona MNTU organized education and training for accountants, auditors from all over Ukraine. The project was so successful, the Foreign Ministry of France has decided to extend the rights for an additional two years. The new project called "Teaching accounting and auditing. Strengthening of the French presence in Ukraine (1995 - 1997.).
  2. Na based MNTU Meanwhile, in consortium with KPI, Rhine-Westphalia higher technical school (Aachen, Germany), Technical University of Ilmenau (Germany), Delta Technical University (Netherlands) was made the principal part of project implementation in the field of university management (1994 -1995).
  3. Znachnoyu event in the establishment of the university was predproektu "Creating specialty" creation of European studies in MNTU (1995-1997 biennium), together with the Robert Schuman University Centre (Luxembourg), Rhine-Westphalia Higher Technical School (Germany), project coordinator, and Technical University of Vienna (Austria) and the main project of the Faculty in MNTU creation of European studies (1997-2000), the partner university where the latter made but also the University of North London. According to the conclusions of the European Commission for monitoring implementation of this project was one of the most successful in Ukraine. The project International Science and Technology University. Acad. J. Buhay made three issues masters degree in creation of European studies, increased qualified faculty, students MNTU received training in the partner universities. Within 3 years of leading European universities professors read lectures on topical problems of creation of European studies. Also in MNTU created a specialized library with a creation of European studies (more than 700 volumes of European languages).


Another priority is international activities MNTU international scientific cooperation. University scientists have carried out many scientific developments that are of state and international importance. Their importance has been appreciated and supported by European institutions in the research projects mizhyevropeyskyh TACIS ACE:

  1. Analysis of production control in the newly independent states of the former Soviet Union (1995 - 1997 City). Partners: Keele University (UK), Tbilisi State University, Frankfurt Institute of Management.
  2. "The economic impact of personnel selection in transition economies" (1996 - 1997). Partners: University College Svansyyi, project coordinator, the company Kjaer and Kjerulf (Denmark), Tbilisi State University.
  3. Acceleration and development of skills in sales and marketing in the newly independent states "(1997 - 1998). The project is being almost the same consortium, which joined the Research Center ICOOR (Ireland).


As part of UNDP "Human Development default" to order the government of Ukraine has been implemented research project "Support to the Development of SMEs" (1998 - 1999).

Projects to organize trainings and seminars for senior managers:

  1. "Globalization, structural reform and competitive strategy: the international experience (1997-1998) with the assistance of the International Labour Organization, together with the Ukrainian Union of industry leaders to senior management and non-government organizations, labor leaders, senior business leaders.
  2. Cycle training seminars "Crisis Management" (1998-1999) with the assistance of the UN Office in Ukraine for managers of small and medium businesses in the cities of Ukraine: Kiev, Yalta, Chernihiv, Mykolayiv.
  3. "The management of organizational changes in the apparatus of state structures" (1999) with the assistance of World Bank senior Ministry of Finance and Economy Ministry of Ukraine.
  4. "Organizational change management process during the administrative reforms of the apparatus of state structures" (2000) with the assistance of World Bank senior Ministry of Finance and Economy Ministry of Ukraine.

What is the Bologna Process

Bologna or Bologna reform (Bologna process) - an intergovernmental European reform, which aims at establishing a European Higher Education Area (EHEA) by 2010. The fundamental principles of this space is mutual recognition of educational degrees and qualifications, transparency (clarity of diplomas and degrees through a joint three-level structure of education) and European cooperation in quality assurance education.
Thus, reform is a set of instruments of harmonization of national educational systems in Europe. This reform aims to facilitate mobility of students, teachers, knowledge and technology in European countries through mutual recognition of university diplomas and study periods among participants in the Bologna process. The reform aims at harmonizing the common principles and results of educational services, and improve employment of qualified specialists in all EU countries.
Furthermore, as stated in the Strategy of the European Higher Education Area in a global context, the European Higher Education Area should be open to the world, that umozhlyvlyuvaty mobility of students, researchers and teachers, and promote equitable access to quality higher education. Analysis: The Bologna process - the idea of the "fifth freedom" in the modern knowledge society
Bologna or Bologna reforms started in 1999, continuing for nearly a decade. Forty-six countries on two continents, from Portugal to Azerbaijan, from Norway to Turkey, were its members. Ukraine joined the reform in 2005, and Russia is a vast number of participating countries in 2003.
The goal defined in the Bologna Declaration is to create a single "European Higher Education Area" (European Higher Education Area) and the European Research Area (European Research Area). Creating this single area of education is conceived primarily in the liberal way: namely, how to remove obstacles to movement. Similar to the four freedoms, fundamental to the EU common market, namely: freedom of movement of capital, labor, goods and services, Bologna reform insists on the "fifth freedom", namely "freedom of movement of knowledge." This adjustment involves removing obstacles to mobility of students, teachers and researchers among the participating countries. Removing virtual, though tangible, historical boundaries between the different educational systems requires a clear and understandable to all stakeholders of diplomas, the awarding of degrees of transparency, equivalence of qualifications, etc.
According to the liberal attitude reforms, removing barriers to movement will create better conditions for all participants. This model was based on two fundamental freedoms - freedom to teach and freedom to study, and was largely oriented to basic research. A. Ready: Do not know ... When I was in third grade, my mother and father offered to learn to play guitar. I said: "Look for a teacher."

AG: When I was in grade 10, I had a dream about his group, which could not be realized for various reasons. It was only a freshman, when I got the guitar, I started looking for those who understand me and support. And I found them. "VF: Are you satisfied with what you are doing?

Regulations on student self-organization of International Scientific and Technical University named after Yuri Buhay

1. Terms

1.1. This Regulation regulates the order of creation and functioning of student government organization of the International Science and Technical University named after George Buhay (MNTU).

1.2. Full name - "Student self-organization of the International Science and Technical University named after George Buhay (MNTU). Acronym - "Student Organization MNTU", then in position - "organization".

1.3. Student government in MNTU are guaranteed the right of students individually or through representative bodies to address assigned to their authority.

1.4. Student government established on a voluntary basis by elected students MNTU initiative is part of the public authorities of higher education.

1.5. The organization was created and is based on common interests and challenges facing the student youth, namely a deep knowledge and skills to become highly qualified, full disclosure of calling individual abilities and talents of each student and harmonious development of personality, acquiring the socially active position.

1.6. In its activities the Organization is guided by the laws of Ukraine, decisions of the specially authorized central executive body for education and science and to Academic Council MNTU.

4.Poryadok formation of its structure and governing bodies

4.1. The organization is formed and the decision is made on the basis of this provision that was adopted by the Conference MNTU students and approved by the Academic Council MNTU.

4.2. Student government MNTU is at the base of the institution and its structural subdivisions, departments, academic groups.

4.5. Conference MNTU students

4.5.1. The supreme body of the student government organization is the Conference MNTU students MNTU (hereinafter - Conference).

4.5.2. Conference meets at least once every school year by decision of the Council of Student Organizations MNTU, President of the student organization or initiative MNTU MNTU administration in the persons of President or Vice MNTU MNTU presidents.

4.6. Council of Student Organizations self MNTU

4.6.1. The governing body of student government MNTU Student Council is organizing MNTU (hereinafter - the Council).

5. Rights and responsibilities of the administration MNTU on interaction with the student government

a) receive information about the student government organization;

b) convene an extraordinary meeting of the Conference and Council;

c) participate through their representatives with an advisory voice in the events that carry the student government;

5.2. MNTU Administration must:

a) inform the student government on decisions concerning educational and recreational activities of students MNTU;

b) provide opportunities for information, legal, financial, material, psychological support for the development of the student government in MNTU.

6. Final Provisions

6.1. Termination of the student government organization MNTU can be achieved through reorganization or liquidation.

6.2. Reorganization or liquidation of the student government is the decision of the Conference.
